Having facilities, equipment, programs, teaching materials, appropriate funding sources, ensuring the quality of education according to the center’s construction and development plans and operation scale. ”

2. Procedures for establishing a foreign language center
Competence to establish a foreign language center:
Directors of universities, institutes, university presidents and pedagogical colleges decide to set up a language center on the school campus;
The heads of social organizations, socio-professional organizations and economic organizations permitted by law to set up affiliated training centers have the competence to decide on attached foreign language centers;
The Director of the Department of Education and Training decides to set up affiliated language centers; allow the establishment of foreign language centers of universities, institutes, universities, pedagogical colleges outside the school’s campuses and foreign language centers prescribed at Point b, Clause 1 of this Article.

  • Within 10 working days after receiving a complete and valid dossier, the agency competent to set up a foreign language center shall appraise and inspect it according to regulations;
  • Within 05 working days, the person who is competent to decide on the establishment and permit the establishment of a foreign language center shall decide on the establishment and permit the establishment if conditions permit; If the establishment decision has not yet been issued, a written notice must be sent to the organization or individual stating the reason.

        3. Conditions for operating foreign language centers

After establishing a language center, it is necessary to meet and maintain the following operational conditions:

Authorization to permit operation:

  • Director of universities and institutes; rectors of universities and colleges decide to permit educational activities of foreign language centers operating on campus.

A dossier of application for an operation license includes:

  • Statement of the license for educational operations;
  • A copy issued from the original book, a certified copy from the original or a copy enclosed with the original for comparison with the decision on establishment of the center granted by a competent person;
  • Rules of the educational activities of the center;
  • Reports on facilities, equipment, programs, teaching materials; management staff, teachers; documents proving the lawful right to use land and house; funding sources to ensure the operation of the center.

Order and procedures for implementation:

  • The foreign language center sends 01 set of documents to the authorized person directly or by post.
  • Within 05 working days from the receipt of the application, the authorized person receives it. If the dossier is not in compliance with regulations, notify in writing the contents that need to be amended and supplemented to the center;
  • Within 10 working days after receiving the prescribed dossier, the competent person shall coordinate with the concerned agencies and units to organize the appraisal in fact the ability to meet the conditions as prescribed. specify and record the results in the evaluation record;
  • Within 05 working days from the day on which the evaluation results are available, the competent person decides to permit the educational operations center. If a decision has not been made to permit educational operations, a written notice must be sent to the center stating the reason.
